Worked for the next 32 years to get the Corporation of Chennai (Madras) to completely stop killing street dogs and replace it with the ABC programme in 1996. For the first time in over 130 years, the upward trend in rabies cases as well as the number of dogs on the street began to show a down trend. In 1996, the Corporation of Chennai was killing as many as 135 dogs per day in the most brutal way and there were 120 cases of human rabies. This has plumetted to five cases in 2003 and five in 2004.
